The Ministry of Investments and European Projects has launched a project call under the Inclusion and Social Dignity Programme 2021–2027, aiming to support the expansion and improvement of home care services for elderly people in vulnerable situations.
Objective of the call:
- Provide personalized support for elderly individuals with low incomes;
- Deliver integrated services: needs assessment, personal assistance, monitoring, and psychosocial support;
- Prevent social isolation and support the independence of beneficiaries.
Who can apply:
- Local public authorities (municipalities, social assistance directorates, general directorates for social assistance and child protection);
- Accredited social service providers (as partners);
- Projects may be implemented individually or in partnership, depending on the applicant’s status.
Eligible activities:
- Establishing or expanding social services for the elderly;
- Providing licensed home care services (mandatory for a minimum of 36 months);
- Supporting elderly participation in community life and preventing isolation.
Target group:
Projects must target a minimum of 110 elderly persons, of which at least 9% should belong to the Roma ethnic group. Beneficiaries must have monthly incomes below 4,050 lei and meet criteria of dependency or social exclusion, according to the relevant social legislation.
Budget and financial conditions:
- Maximum funding per project: €1,000,000
- Co-financing: 2% for local public authorities; 0% for NGO partners
- Project duration: up to 42 months, with at least 36 months of effective service provision
